报告简介:The lecture introduces the disaster risk reduction concept of Ben Wisner et al.'s book "At Risk". They advocate that disaster occurs where societal vulnerability meets with natural hazards. Pressure of societal vulnerability progresses from root causes transformed by dynamic pressure into unsafe conditions. In order to reduce disaster risk, it is necessary to release the pressure of vulnerability by progression of safety by addressing root causes, releasing pressure and achieving safe conditions. As for the household level, it is necessary to look at disaster as the turn of normal life to abnormal life by losing access to various resources available in normal life. Especially access to physical health, income sources (job), information, transportation, education opportunities etc. are important. Such way of looking at disaster effect in household level is important for community level disaster management.
主讲人简介:Kuniyoshi Takeuchi is the Professor Emeritus of University of Yamanashi, Japan. He served as the founding director (2006-2014) and later an advisor (2014-2017) of International Centre for Water Hazard and Risk Management (ICHARM) under the auspices of UNESCO, Japan. He has been specialized in surface hydrology, water resource systems and disaster management. He served for various professional officers including the chairperson of Inter-Governmental Council of UNESCO IHP for 1998-2000, president of IAHS for 2001-2005, chairman of IUGG GeoRisk Commission for 2007-2015. He is a recipient of several professional awards including IAHS-UNESCO-WMO International Hydrology Prize (2012).
